Management of educational programs for higher and postgraduate education in Kazakhstan

Abstract

Kazakhstan is taking comprehensive systemic measures to develop education. Organizations of higher and (or) postgraduate education are given academic freedom, which allows them to independently develop and determine the content of educational programs with the involvement of employers, taking into account the requirements of the labor market, as well as regional characteristics.

The article provides an analysis of educational programs for higher and postgraduate education, according to which training is conducted in the Republic of Kazakhstan. The purpose of this article is to identify the development of management of educational programs of higher and postgraduate education as a subject of quality education and show the current situation. The article uses a descriptive research design and a constructivist research paradigm, moreover data collection, information analysis, statistical and formal - logical methods. The article provides an analysis of the programs included in the Educational programs register for higher and postgraduate education. It should be noted that the quality of educational programs directly affects the specialist training, and the unified information system "Educational programs register for higher and postgraduate education" plays an important role in the digitalization and management of education in the Republic of Kazakhstan. All stakeholders, including parents of schoolchildren, applicants, employers, can independently obtain information about what educational programs are implemented in organizations of higher and postgraduate education, what competencies graduates of a particular university acquire, have the opportunity to get acquainted with the summary of bachelor's, master's, residency and doctoral studies using the information system "Educational programs register".

The article presents the key aspects of the management of educational programs. Statistical data are analyzed, mechanisms for managing educational programs are determined. Thus, the information system "Educational programs register for higher and postgraduate education" is functioning, a national accredited educational programs register for higher and postgraduate education is maintained, and an educational programs rating for higher and postgraduate education is carried out in Kazakhstan.

The article was written as part of a state order for the implementation of a scientific program under budget program 217 "Development of Science", IRN BR18574103 on the topic: "Increasing the competitiveness of universities in Kazakhstan through reengineering the national system for ensuring the quality of higher education".
