Publication Ethics

Members of the Editorial board of the scientific journal "Bulletin of KazNU. The pedagogical sciences series” (Journal of Educational Sciences) in its professional activity adheres to the principles and norms of "Ethics of publication for scientific journals of Al-Farabi Kazakh National University". the publication ethics is developed in accordance with the international publication ethics standard of the Committee on publication ethics (СОРЕ). 

Publication ethics establishes norms, principles and standards of ethical behavior of editors, reviewers and authors, measures to identify conflicts of interest, unethical behavior, instructions for withdrawal (retraction), correction and refutation of the article.

All participants in the publication process, namely, each author, scientific editor, reviewer, executive secretary, members of the editorial board of the scientific journal "Bulletin of KazNU. The pedagogical sciences series” (Journal of Educational Sciences) must unconditionally adhere to the principles, norms and standards of publication ethics. Compliance with ethical principles is important both for ensuring and maintaining the quality of a scientific journal, as well as for creating a trusting and respectful relationship between participants in the publication process.

Unethical behavior refers to actions of authors, editors or publisher, in the case of self-providing the reviews on your own articles, in the case of contractual and about reviewing in terms of appeal to the Agency services for publication of scientific research results, false-authorship, falsification and fabrication of research results, publication of false pseudo-scientific texts, the transfer of articles to other publications without permission of the authors, transfer of materials to third parties, conditions when copyright and the principles of confidentiality of editorial processes are violated, in the case of manipulation with citation, plagiarism.

Principles of publication ethics of Editorial Board 

Members of the Editorial Board of the journal "Bulletin of KazNU. The pedagogical sciences series” (Journal of Educational Sciences) are responsible for the development and improvement of the journal, for the promotion of the journal in international databases, should follow the principles of freedom of opinion, the satisfaction of the scientific and professional needs of authors and readers of the journal, not the admission of the influence of commercial interests the author, the reviewer and the publisher for taking decisions on publication of materials should also take all possible measures to improve the quality of scientific publications, protection of privacy of  information data at all stages of the publication process.

Equality of all authors. Members of the editorial board are responsible for making a decision on the publication of materials submitted by the authors in the journal. Members of the editorial board should evaluate manuscripts based on their intellectual content, regardless of race, gender, sexual orientation, religious beliefs, ethnic origin, citizenship, political views of the authors or commercial considerations.

Making a decision on the publication of the manuscript. The decision about which of the articles submitted to the editorial office must be published by the editorial Board on the basis of inspection results for compliance with the requirements of plagiarism and the results of a peer review. When making a decision on the publication of a manuscript, the editorial board is guided by the journal's policy and publication ethics, does not allow articles with signs of plagiarism, violation of the principles, standards and norms of scientific ethics and copyright infringement to be published.

Members of the editorial board are responsible for publishing articles with known signs of unethical behavior, plagiarism, self-plagiarism, excessive self-citation by authors, and conflicts of interest. If the principles of publication and/or scientific ethics were violated when writing an article, the scientific editor of the journal must retract the publication based on the decision of the editorial board. Articles may be withdrawn by the author (s) or the editorial board of the journal. The editorial board withdraws (retracts) published articles in case of violation of publication and/or scientific ethics, based on the recommendations of the СОРЕ. The article is withdrawn/withdrawn (retracted) in the case of:

  • if there is clear evidence that the data obtained is unreliable or obtained as  a result of illegal actions, for example, data falsification;
  • detection of the fact of publication of the manuscript in another publication before its publication in the journal "Bulletin of KazNU. The pedagogical sciences series” (Journal of Educational Sciences);
  • detection of plagiarism in the article, including borrowing of drawings, graphs, tables, etc.
  • the presence of gross errors in the article that can negatively affect other scientists and their research, for example, a miscalculation or an experimental error;
  • the appearance of copyright claims on the article or its individual parts by third parties;
  •  the presence of information in the article that contradicts the principles, standards and norms of publication and / or scientific ethics.

In such cases, the editorial board of the journal conducts an inspection, according to the results of which the article can be withdrawn/ (retracted) from publication. For this purpose, an act of retraction of the article from publication is drawn up, which is confirmed and signed by the scientific editor. a copy of the act is sent to the author for correspondence of the article.

After that, the journal article is marked as retracted with an indication of the reasons. The editorial board publishes information about the withdrawal (retraction) of the article on the main page of the journal's website and places the information, after the procedure of withdrawal (retraction) of the article, in the next issue of the journal.

Editorial board of the journal "Bulletin of KazNU. The pedagogical sciences series” (Journal of Educational Sciences) responsibly, objectively and carefully considers all reasonable complaints about detected violations in published issues.

The editors assume the responsibility and obligation of authors and reviewers as quickly as possible to inform the editors about mistakes and violations revealed after the publication of the material.

The principle of confidentiality. At the stage of reviewing the manuscript (before its publication), editors and members of the editorial board should not disclose information about it to anyone other than the authors, appointed reviewers and the publisher. Any manuscript received for review should be treated as confidential material. Manuscripts should not be displayed or discussed with third parties without the permission of the scientific editor.

Members of the editorial board guarantee that rejected manuscripts will not be used in their own research by members of the editorial board without the written consent of the authors.

Handling claims of unethical behavior. Members of the Editorial Board must individually consider each complaint about the unethical behavior of the author (s) of the manuscript and published in the journal "Bulletin of KazNU. The pedagogical sciences series” (Journal of Educational Sciences) articles regardless of the time of its receipt. Members of the Editorial Board must take objective and adequate measures in relation to such claims. In case of confirmation of the arguments of the claim, the members of the editorial board have the right to refuse to publish the manuscript and stop further cooperation with the author for correspondence, publish relevant refutations, as well as to take other measures to further extinction of the unethical behavior of the author (s).

 Editorial board, its official duties and responsibilities

 Job responsibilities and responsibilities of the scientific editor of the journal "Bulletin of KazNU.The Pedagogical Sciences series”, the executive secretary, members of the editorial board are specified in the corresponding approved job descriptions.

 Principles of publication ethics of the author

One-time publication. The author(s) guarantee that the manuscript of the article submitted to the editorial board has not been submitted for consideration to other publications. Submission of a manuscript at the same time in several journals/publications is unacceptable and is a gross violation of the principles, standards and norms of publication ethics.

Authorship of the manuscript. The person who has made the greatest intellectual contribution to the preparation of the manuscript (with two or more co-authors) is indicated first in the list of authors. For each article, an author should be assigned for correspondence, who is responsible for preparing the final version of the article, communicating with the editorial board, ensuring that all research participants (if there are more than one authors) who have made sufficient contributions to it are included in the list of authors, and also get approval of the final version of the manuscript from all authors for submission to the editorial office for publication. All authors mentioned in the manuscript / article are responsible for the content of the work.

The principle of originality. The author (s) guarantees that the results of the research presented in the manuscript are an original independent work, and do not contain incorrect borrowings and plagiarism, which can be detected during the verification of the manuscript through the plagiarism verification system.

Authors are responsible for publishing articles with signs of unethical behavior, plagiarism, self-plagiarism, self-citation, falsification, fabrication, data distortion, false authorship, duplication, conflict of interest and deception.

The principle of confirming sources. The author (s) undertakes to correctly indicate the scientific and other sources that he(she) used in the course of the research. In the case of using any parts of other people's works and/or borrowing the statements of another author(s), the manuscript should contain bibliographic references indicating the author(s) of the original source. Information obtained from doubtful sources should not be used in the design of the manuscript.

If the reviewers, scientific editor, member (s) of the editorial board of the journal have doubts about the authenticity and reliability of the research results, the author(s) must provide additional materials to confirm the results or facts given in the manuscript. 

Correction of errors in the publishing process. In case of errors and inaccuracies in the work at any stage of the publication process, the authors undertake to immediately inform the scientific editor and provide assistance in eliminating or correcting the error for publication on the journal's website of the corresponding correction (Erratum or Corrigendum) with comments. In case of gross errors that cannot be corrected, the author(s) must withdraw the manuscript/article.

The principle of compliance with publication ethics. Authors are required to comply with ethical standards related to criticism or comments on research, as well as in relation to interaction with the editorial board regarding peer review and publication. Failure to comply with ethical principles by the authors is considered a gross violation of the ethics of publications and gives grounds for withdrawing the manuscript from review and/or publication.

  Principles of publication ethics of the reviewer

 The principle of objectivity of reviewing. Reviewer(s) of the journal "Bulletin of KazNU. The pedagogical sciences series” (Journal of Educational Sciences) undertakes to conduct an expert assessment of the manuscript objectively. Personal criticism of the author (s) of the manuscript is not allowed. The reviewer must justify his / her comments and justify his / her decision to accept or reject the manuscript.

The nationality, religious affiliation, political or other views of the author (s) should not be taken into account and in the process of reviewing the manuscript by the reviewer(s). 

Reviewer's contribution to editorial decisions. The expert assessment compiled by the reviewer(s) contributes to the editorial board's decision on the publication, and also helps the author(s) to improve the manuscript. The decision to accept the manuscript for publication, return the work to the author for modification or revision, or the decision to reject the publication is made by the editorial board based on the results of the review.

The principle of timeliness of review. The reviewer is obliged to submit the review within the period specified by the editorial board, but not later than two months from the date of receipt of the manuscript for review. If it is not possible to review the article and prepare a review within the prescribed time frame, the reviewer must immediately notify the scientific editor. 

The reviewer who considers that his qualification does not correspond or is insufficient for making a decision when reviewing the submitted manuscript should immediately inform the scientific editor and refuse to review the manuscript.

The principle of confidentiality on the part of the reviewer. The manuscript submitted to the reviewer for review should be considered as confidential material. The reviewer has the right to demonstrate it and / or discuss it with other persons only after receiving written permission from the scientific editor of the journal and / or the author (s).

The information and ideas of the scientific work obtained in the course of reviewing and ensuring the publication process should not be used by the reviewer (s) for personal gain.

The principle of confirming sources. The reviewer should indicate scientific works that would have influenced the research results of the manuscript under consideration, but were not given by the author (s). The reviewer is also obliged to draw the attention of the scientific editor to a significant similarity or coincidence between the manuscript under consideration and the previously published work, which he is aware of.

If the reviewer has sufficient grounds to believe that the manuscript contains plagiarism, incorrect borrowings, false and fabricated materials or research results, then he should not allow the manuscript to be published and inform the scientific editor of the journal about the revealed violations of the principles, standards and norms of publication and scientific ethics.

Conflict of interest

A conflict of interest, as defined by the Committee on Publication Ethics (COPE), is a conflict situation in which authors, reviewers or members of the editorial board have implicit interests that can influence their judgments about the published material. A conflict of interest occurs when there are financial, personal or professional conditions that may affect the scientific judgment of the reviewer and members of the editorial board, and, as a result, the decision of the editorial board regarding the publication of the manuscript.

The responsible editor of the journal should require all participants in the process of publishing the manuscript to disclose the conflict of interest.

The scientific editor, a member of the editorial board and reviewers should notify about a potential conflict of interest that may somehow affect the decision of the editorial board. Members of the editorial board must refuse to review the manuscript if they are in any competitive relationship related to the results of the research of the author (s) of the manuscript, or if there is another conflict of interest exists.

When submitting a manuscript for review to the journal, the author(s) declares that the content of the manuscript indicates all sources of funding for the study; also indicate what commercial, financial, personal or professional factors exist that could create a conflict of interest in relation to the submitted manuscript. The author(s), in the cover letter, if there is a conflict of interest, may indicate scientists who, in their opinion, will not be able to objectively evaluate their manuscript.

The reviewer should not consider manuscripts that may cause a conflict of interest arising from competition, cooperation or other relations with any of the authors related to the manuscript.

If there is a conflict of interest with the content of the manuscript, the responsible editor must notify the scientific editor, after which the scientific editor assigns the examination and review of the manuscript to another editor/reviewer.

The existence of a conflict of interest between the participants in the review process does not mean that the manuscript will be rejected.
